I believe this canine deserves a better handler, apparently this guy can't control this dog. Keep an eye open in Mt. Greenwood Park, he is probably in there taking a good, healthy steamer like the rest of the unleashed mutts.
Bear needs to be removed from the canine unit and sent out to the farm to live.
I would check Burr Oak. Dogs love bones.
I'm curious about the dog owners actions after the first time he was recovered. One of the things he quoted in the paper was about wishing he had installed a microchip in the dog....did he make that effort after he was recovered? I sure hope so otherwise he doesn't deserve to get this dog back.

Microchip is a good idea. After you enter your favorite Chinese restaurant and wave the microchip scanner over a bowl of won-ton soup, it'll start chirping.
